The dynamics of organizations result in frequently-changed learning objectives and the necessary learning resources. Applications of the SCORM reduce the time spent on re-developing sharable learning resources. However, the time spent on re-assembling different instructional packages to meet dynamic learning needs still incurs significant overhead. A method for binding learning resources into SCORM-conformant instructional contents during delivery time is presented. The application of this method, needs limited changes in existing SCORM-conformant environments, will improve usability of the SCORM in dynamic learning environments.
